HOUSTON(AP) -Houston running back Sam Harrell scored on runs of seven and 16 yards, sandwiched around a 39-yard field goal by Toni Fritsch, as Houston, 4-3, turned a 7-0 first quarter edge into a 24-7 halftime lead and a 31-13 final over Washington.

Quarterback Jim Kelly had a 51-yard TD pass to Clarence Verdin on the Gamblers' fourth offensive play of the game. The Federals, 0-7, sacked Kelly three times and held the Gamblers without a first down for the first 24 minutes of the second half.
